What is mean with "Over/Under" blackjack? I heard some people talk about this in the office at lunch.

That is an optional side bet. The bet is that your first two cards will add up either over or under 13. From what I recall, an ace will always count as 1, and a total of 13 always loses. This is a 2:1 payout if you win the bet.

Is it player vs. player, dealer vs. player or both?
Can I just sit on the table and bet for Under/Over 13?

Nope optional or secondary bet. Not required but you also can't sit at the table betting under or over 13. You have to put a main bet first then this one if you opt to. It si played against the dealer.
