What is the percentage chance a person has to win blackjack in an online game?

I think a safe number is the house has a 5% edge over the players. The odds then go up or down depending on the type of blackjack, the rules imposed on the table, the payouts, the number or decks played, including how skilled the player is at playing the game, and a whole lot of other factors.

People sometimes go about gambling the scientific way. While it does incrase your chances of winning (a bit :D), I would rather polish my skills than rely on chance or odds to help me beat a game like blackjack.

Sad to tell you the skills you speak of here is all about knowing the odds in blackjack. The only way to do beat the game is to count or some other system or really have pure luck on your side. If you don't know what's in store for you in the card deck that is as good as flying a plane blind without radar.
Basic strategy won't win it big for you but your chances of losing big will at least come down to a manageable percentage. Now factor in the human error. Without a system I'd say on a tough night you will lose you money. On a good night you will get lucky. Bottom line is luck, not skill, if there is no system involved that's supposedly known to beat blackjack.

In most casino games of blackjack, the house advantage (the dealer advantage) is ~ 8%. By using correct blackjack basic strategy, you can turn the casino edge in blackjack from 7%-8% down to 0.5%. If you correctly use advanced card counting techniques, you can often change blackjack odds and give yourself the advantage over the casino.

In my opinion, the casino's land-based or online, have done the computations to give the house edge over the players. Going in there without basic strategy while playing, I will suggest that never expect to gain. The casino will always make sure they get something from you so that business is earning, not losing.
On the other hand I agree with what quinOharts posted. If you intend to profit from blackjack, more than basic strategy is recommended to turn the odds in your favor.
