Slight correction on what you said. It is not always flop, turn and river. It begins at the time that all chips are in.

Therefore, when the players are all in before the flop, then that is the time the dealer deals the cards starting from the flop.

On the other hand when the players are all in after the flop and turn have been dealt, then only the river card is dealt two times.
