What is meant when they say that you should only sit on a blackjack table that pays 3 to 2?

It's the payout scheme for that table. For example you win a natural and you bet $20 you get paid $30. There are some that says 6 to 5. This will pay you out at a lower rate. If you won with 6 to 5 on the table, then your $20 would only pay you out $24.

3:2 is the best payout for playing blackjack. You should always play on a table with this payout. Don't be lured into playing single deck blackjack but only gives you 6:5 payout, the house is clearly at an advantage here.

Hmmm... so is the 3 to 2 payout for every winning hand or what?

No. Only when you get a blacjack do you get a 3:2 pay. Other wins should just be 1:1. If the casino always pays 3:2 they'd go broke fast. LOL!
