What is usually the ideal number of decks to play Blackjack and the rules that go with it?

The less number of decks the better since your handicap goes higher when there are more decks in play.

Ideally single deck blackjack is the better. It is rare to find one in casinos nowadays. If you do find a table with a single deck be warned that this comes in with a catch.

The catch is that the single deck games are not on 3:2 payout but instead it is 6:5. For this the casino will come out approximately at a 1.30% advantage over the player. You will have a better result playing at an 8-deck table since the advantage of the casino over the player goes down at around 0.50%.

Hope I've helped. :)

Best payout is 3 of 2 on a natural. Don't go for anything less unless there's no other blackjack table that offers it, and if this should be the case you should think about finding another casino.

Play on tables with the fewest decks possible but still pay 3 of 2. The rules should be a combination of the following: dealer stands on a soft 17, deep deck penetration, double down allowed on any 2 cards and after splitting pairs, multiple splitting of pairs, allows re-splitting of aces, allows surrender early or late.

Enjoy playing blackjack! :D
