Someone please explain what is meant by "blackjack only pays even money?"

I think it means a 1:1 payout if you get a blackjack.

Usually offered when the player has blackjack and the dealer by getting an Ace on his up card might also have a chance to get a blackjack. It is usually advised not to take the offer as it is a bad bet.

Its like a draw or a tie. Nobody wins and nobody gets any money. Its just a term to basically say that you and the dealer are even, hence even money is "paid".
