Who wins if both player and dealer gets a blackjack?

Yep it is, and in blackjack it's called a Push. The player gets back his bet when this happens.

Actually, it depends on what game you are playing. There are certain variations of the game where the dealer will win during a tie. Other games result in a push.

Double exposure allows the dealer card hole card to be seen, which greatly improves your odds but that is corrected by other disadvantages like losing on pushes, etc:
